Meet the Founder

Cecelia Evans

Founder and President

Cecelia Evans, an Inc. 5000 entrepreneur, is a talent acquisition executive with a nearly 30-year track record of developing sound go-to-market strategies and producing strong revenue growth for government contractors and global firms.  She understands the nuances of the Human Capital discipline in the very complex, regulated federal market, and is a very effective leader, coaching teams to high levels of success. She leads CEC’s vision and growth strategies, as well as the evolution of the company’s offerings. She has a reputation for marshaling resources, assembling high-performance blended employee and contractor teams from multiple practice areas, functional disciplines, and service areas, and building strong sales and delivery organizations.

Cecelia is known for her passion for effective recruiting, enhancing the candidate experience, and developing strategies for how federal agencies can reduce the time to hire while improving the quality of candidates.  Her desire to streamline the hiring process and create a white glove experience for candidates led her team to launch a talent division called Accelerate-Talent. To further meet the needs of her clients, Cecelia created HR Learn to train, engage, and upskill federal HR professionals through a tailored e-learning experience. Cecelia has a track record of identifying emerging technologies with applicability for the federal sector in a managed service environment.

Prior to founding CEC, she was a Partner at Aon Hewitt, leading the Federal Sector Practice where she built the business from a niche vertical into a high-value, high-growth human resources practice and recognizable leader in the federal government sector. She had P&L oversight for $40M+ in annual revenue, and 50 cross-business pursuit/capture teams and program managers. She was recruited by the founder of Monster to build out a professional services organization for the public sector, Monster Government Solutions, and extend the business profile beyond technology into a value-added strategic partner and services provider. She managed large-scale contract implementations involving collaboration across internal groups and external partners to establish cross-functional teams, universal operating models, and integrated service delivery platforms.

Cecelia was appointed Mid-Atlantic region head to drive commercial business growth concurrent with developing a federal government practice at Manchester and developed a formal career management division and joint venture at Star Mountain, which became the most profitable line of business in the $50M company.

She holds a Master’s degree in applied behavioral science from Johns Hopkins University, and a Bachelor of Arts in psychology from Washington & Jefferson College. She is Recruitment Marketing Certified through the SmashFly Transform Academy. Cecelia is also a graduate of the Goldman Sachs 10,000 Small Business Program, an elite entrepreneurship and business training program. Cecelia enjoys hiking and is also passionate about helping animals through her support of Big Dog Rescue and Appalachian Great Pyrenees Rescue.

Martin Jinzo

Chief Client Officer

Martin Jinzo brings 15 years of experience with a proven track record of success in leading teams, delivering results, and building relationships with clients. He is passionate about helping his clients achieve their goals and objectives and providing them with the highest quality of service.

Prior to his current role, Martin was a Project Management & Planning Operations Supervisor at Lockheed Martin and Leidos Inc., where he was responsible for leading the planning, coordination, and execution of complex projects. He also has experience within the Mortgage and Banking Industry as a Branch Manager and Senior Loan Officer where he has seamlessly navigated the complexities of the financial world while overseeing branch operations and spearheading loan origination and processing.

Martin is a graduate of Colorado Technical University with a Bachelor of Science degree in business administration. He enjoys spending time outdoors hiking and fishing.

Jessica Hassett

Director of Talent Acquisition

Jessica leads the C Evans Consulting recruitment function, identifying hard-to-find, highly skilled federal HR consultants to support our client projects.  She has served as a recruiter for client projects such as Customs and Border Protection; Accenture; and the Cyber Security Infrastructure Security Agency Previously, she also implemented an employee satisfaction tool that measures the positive results of employee engagement activities.

Jessica was a Sales Recruiter for Emerging Channels at Avnet Technology Solutions where she was responsible for successfully prospecting, recruiting, and onboarding 15 new partners into the Avnet community. Jessica has also supported recruitment efforts for Amazon.

Jessica earned a Bachelor of Science degree from Colorado State University.  For outdoor pursuits, she loves to spend time paddle boarding and volunteers to support local police and fire departments. 

Sean Moss

Director HRLearn and Client Officer

Sean Moss brings more than 15 years of experience in Training and Client Delivery within the realms of Talent Acquisition, federal Human Capital, and HR Operations. Sean’s expertise lies in steering teams towards delivering exceptional results for government contracts, consistently raising industry standards.

Prior to joining CEC, he held pivotal roles as Project Planning and Operations Officer at Lockheed Martin and Leidos Inc, where he orchestrated significant reductions in time-to-hire and employee costs. His dynamic leadership also played a crucial role in establishing and optimizing multiple teams and projects across diverse domains, including Human Resources, IT, Training and Development, and more.

Outside the professional sphere, Sean is an avid outdoors enthusiast who loves hiking and camping adventures accompanied by his four-legged companions.

Terry Heil

Director of Operations

Terry’s responsibilities span across a diverse range of business areas, ensuring the organization is performing efficiently and effectively. Terry has 25 years of combined experience managing projects in government contracting environments and providing counseling and marketing services to individuals in government and educational environments.

Prior to joining CEC, Terry was a Project Consultant for the Federal Practice at Aon where she ensured contractual compliance for federal projects with detailed customer-specific requirements. Other prior positions include serving as a Project Manager for human capital consulting services for Monster Government Solutions; an Academic Coordinator for the School of Education at Howard University; and a Human Resources Manager for UMUC Online, Inc.

Terry earned a Bachelor of Science degree in Marketing and a Master of Business Administration degree, both from the University of Maryland. She loves traveling, baking, and reading. She also enjoys supporting the Beagle Rescue, Education, and Welfare (BREW), Inc., and volunteering in her community through The Ivy Foundation of Washington, DC.

Ed Kovac

Director of Business Development

Ed Kovac has 35 years of experience in the federal government training and human capital space. During his career as a learning development professional, he has counseled top federal government agencies, including the IRS, State Department, Department of the Navy, and the FAA, in operational and organizational analysis, change management, systems engineering, training design and development, communications and outreach, systems analysis, program analysis, human resource analysis and program/contract management.

Ed is the past CEO of VERTEX Solutions, Inc., an award-winning learning consulting firm he co-founded in 1996 to provide learning and human performance solutions. He grew VERTEX to a staff of 125 with an operating budget of $20M, prior to its acquisition by Adayana in 2008. In addition to his CEO responsibilities, Ed was responsible for the capture and award of the Office of Personnel Management (OPM) Training and Management Assistance (TMA) Contract.

Ed is a graduate of Bradley University with a Bachelor of Science in engineering. He volunteers and serves on the strategic planning committee with a local non-profit that provides food and personal supplies to those in need. 

Catherine Straley

Business Development Manager

Catherine brings her relationship-building, strategic capture, and HCM knowledge to support federal leaders in the areas of recruitment, workforce planning, and Human Resources (HR) operations that will mitigate cybersecurity and other mission-critical program risks. She is also responsible for the business development efforts for the company.

Before CEC, Catherine led a leading financial management contractor’s, Empirical, business development efforts, resulting in a multi-million dollar active pipeline and contract wins that included a $20+ M contract and unseating a long-standing incumbent by formulating a new team with superior qualifications, deeper federal customer stakeholder relationships, and extensive requirements knowledge.

Catherine has 15+ years of experience supporting government contractors’ modernization roadmaps with cloud-based migrations to Microsoft Dynamics 365 and Deltek’s solutions. Throughout her career, Catherine has supported each company’s growth targets, exceeding revenue and contribution goals.

She holds a master’s degree in marketing from Johns Hopins University and a bachelor’s degree in marketing and merchandising from West Virginia University. She lives in Vienna, VA, where she is an active member of the Vienna Presbyterian Church and enjoys hiking, skiing, biking, and tennis.
