CEC was launched in 2015 by Cecelia Evans to deliver Human Resources (HR) capabilities to support the critical HR function across federal agencies.

With more than 25 years of talent acquisition expertise and business growth success, CEC’s President leads a team of highly experienced federal HR professionals, including former SES HR leaders and OPM certified Delegated Examining (DE) HR Specialists, who average 20+ years of experience in all aspects of federal recruiting, hiring, training, and development. Our team brings rich subject matter expertise and in-depth knowledge of federal hiring policies and regulations, HR best practices, workforce planning, and operations, as well as the ability to resolve complex and technical issues related to HR.
