8(a) Sole Source Instructions:

  1. The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors, streamlining and simplifying the acquisition process for Contracting Officers and federal agencies. C Evans Consulting SBA 8(a) business development certification is valid through July 2030.
  2. The Government Program Manager or interested party develops a statement of work, prepares government estimate, and obtains the necessary funding.
  3. Through direct discussions and negotiations with C Evans Consulting, the Government Program Manager selects C Evans Consulting to perform the work and submits a procurement request to the agency Contracting Officer.
  4. The agency Contracting Officer contacts C Evans Consulting’s SBA Business Development Specialist, Ms. Joyce Conner (Mississippi District) at [email protected]or 601-965-4299. Ultimately, the Contracting Officer will submit an “Offer Letter” to the SBA for the designated scope of services that C Evans Consulting could perform.
  5. SBA processes the Offer Letter and returns it to the Contracting Officer who submits the Statement of Work and Request for Proposal or Quotation to C Evans Consulting.
  6. C Evans Consulting submits the proposal which is evaluated and negotiated (if necessary) by the agency and the contract is awarded.
