Founded in 2015 by Cecelia Evans, C Evans Consulting (CEC) was built to meet a clear need: federal agencies needed more than advice. They needed compliance-ready, security-cleared professionals who could deliver from day one.
CEC is SBA 8(a) certified, Woman-Owned Small Business (WOSB), Inc. 5000-ranked partner trusted by defense and civilian agencies nationwide. Our contract-ready teams provide direct operational support in human capital, acquisition, and IT security. We reduce backlogs, ensure compliance, and accelerate mission execution.

CEC’s leadership team brings decades of direct experience in federal HR, acquisition, and IT operations. Our leaders include former SES executives, HR administrators, and program managers who understand the challenges agencies face because they’ve lived them.

At CEC, service doesn’t stop at contract performance. We encourage our teams to give back by supporting veterans, strengthening local food banks, and promoting diversity and equity in the communities where we live and work. We also share a special commitment to animal rescue, inspired by our founder, Cecelia Evans. Together with employees, CEC supports organizations dedicated to saving and rehoming large breed dogs, including:
Big Dog Rescue Project (BDRP)
Rescuing dogs from high-kill shelters and finding homes across the Northeast.
Appalachian Great Pyrenees Rescue (AGPR)
Rescuing, reuniting, and placing Great Pyrenees dogs with families in the Mid-Atlantic.
